The COVID-19 pandemic has drastically changed the culture and operations of workplaces in municipalities everywhere, with health, safety and continuity at the forefront of the minds of local officials. While employees will continue to "make the grade" and exceed all established goals, budget restraints may be cause for creativity in providing those rewards including restructured remuneration plans. Municipalities still need to pay their employees fairly, even in a down economy, and federal, state and local laws must still be followed.
