Pay structures refers to a series of pay grades or ranges that are linked to specific jobs within the municipality's organizations; often referred to as pay and classification plans.  There are a number of sound practices that cities and towns must consider when developing pay structures.  These are the seven core elements in the development stages of a plan to ensure that you stay on target.  Most organizations today establish pay structures as a key component of their overall compensation strategy.
